The streets are dirty. Now there is a record of it.
Every entry below is a photograph with a date, a street, a grade against the Government’s own standard, and — where we have it — the reference number of the report the council was sent. That last column is the one that matters. It is the difference between residents complaining and a documented failure to act.
Why we are collecting this
Royal Borough of Kingston upon Thames is under a duty in section 89 of the Environmental Protection Act 1990 to keep its land and highways clear of litter and refuse, so far as is practicable. The Code of Practice on Litter and Refuse requires land to be kept at Grade B or better, and sets a deadline to put it right when it slips — as little as one day on an ordinary residential road.
Kingston households pay £2,608 at Band D in 2026-27, the highest of any London borough. A household in Wandsworth pays £1,028.
One photo is an opinion. Three hundred dated photographs with report references is something a council has to answer. That is the entire strategy here, and it only works if people add their evidence. It takes about two minutes.
