Six fields matter: a photo, the street, the grade, what is there, whether you reported it, and the reference number if you did. Everything else is optional.

The photo

Send it straight off your phone, unedited. The hidden date and location inside the file is what makes it evidence rather than a picture — we keep that original privately and publish a copy with the metadata stripped out.

Include something that identifies the place — a street sign, a house number, a shopfront. JPEG, PNG, WebP or HEIC, up to 25MB.
Only needed if your phone did not record a date. If it did, we use that instead — it is stronger.
Where
Just the street name, spelled as it appears on the sign — that way entries for the same road group together.

If your photo has no location saved in it, this is the most accurate way to put it on the map. Otherwise we fall back to your postcode, which lands on the right street but not necessarily the right stretch of it.
This sets the deadline the council has to put it right. Most residential roads are medium intensity — if you are unsure, leave it as it is and a moderator will check.
The grade

These are the Government’s own words, from the Code of Practice on Litter and Refuse. Councils must keep land at Grade B or better. Use the grade you honestly think it is — an overstated log is worse than a small one.

How would you grade it?
Factual and specific beats angry. “Litter along the kerb for about 40 metres, plus an overflowing bin at the junction” is worth more than “it’s disgusting”.
This is the part journalists quote. A sentence in your own words about what it is like living with it — walking children to school, having people over, the smell in summer.
Have you reported it to the council?

The single most important question on this form. A photo shows a dirty street. A photo plus a report the council did not act on shows a failure to meet a legal deadline — and only the second one is any use to a court, an ombudsman or a journalist.
